On May 10, 2023, Toronto City Council approved Official Plan Amendment 649 along with Zoning By-law 474‑2023, allowing duplexes, triplexes, and fourplexes as-of-right on residential lots across all neighbourhoods.

This is part of the Expanding Housing Options in Neighbourhoods (EHON) initiative, aiming to increase density without compromising the character of low-rise areas.

Since permits rolled out in May 2023, over 200 multiplex permits were issued between May 2023 and July 2024, representing a threefold increase in fourplex builds.

Toronto is now also piloting five- and six-unit houseplexes, currently approved for Scarborough North, with broader city-wide expansion planned by late 2025.
